Is it possible to earn commission without applying to any of the Advertisers?

Yes, it is, but only for selected pre-approved Advertisers once you connect your Involve Asia account to Shopple. The list of pre-approved Advertisers is here.
If you do not apply to any other Advertisers outside the pre-approved list, you will not be able to earn a commission. You will still be able to create a post with non-commissionable links in Shopple.
If it is possible for you to earn a commission from that link, you’ll receive a notice that says ‘This product is commissionable! Apply here’. You can then apply to earn from links like those.
It is recommended that you apply to all Advertisers whom you wish to earn commission from.
